General information about the project

†A PRWSS Project is an initiative of GOP (Government of Punjab), Government of India and IDA (World Bank) to reform the Water Supply and Sanitation sector in the Rural Areas of the Punjab State. The Punjab State comprises of 20 districts having 12248 villages with 11930 gram panchayats. Rural population of the State is 166 million. The Government of Punjab is keen to reform the Rural Water Supply & Sanitation Sector to improve sustainability and standard of rural water supply & sanitation in the state. GoPís vision and long term strategy aims at covering all Punjab villages with 100 % water supply coverage with higher service standards and private service connections to most households. In order to improve environmental sanitation, a provision has been made in the project to initiate works on pilot basis in about 100 villages for providing modern underground waste water collection and disposal systems. Punjab Government has chosen sector wide approach to implement medium term sector programme for all new investments, irrespective of the source of financing

Towards this end, Department of Water Supply and Sanitation (DWSS) Punjab has developed a new Rural Water Supply & Sanitation (RWSS) policy framework. The key features of the new policy /approach are:

  • Rural local governments with user groups to be responsible for up gradation and management of all intra- village RWSS facilities and services;
  • DWSS to be responsible for managing complex multi-village water supply schemes, but with improved fiscal and operational performance, and for providing capacity support to rural local governments;
  • Introducing partial capital cost sharing by users as an expression of their demand; and
  • Financing of recurrent O&M costs by user communities.
